An organisation known as Zimbabwe Community Development Trust (ZCDT) started implementing programmes aimed at assisting members of the disadvantaged and poor communities in both rural and urban areas in Zimbabwe. In 2001 ZCDT was registered with the Registrar of Deeds and has a mandate to carry out such interventions. However, after operating for a number of years it was pointed out by the officials of the Ministry of Labour and Social Services that Non Governmental Organisation carrying out developmental programmes must seek registration as Private Voluntary Organisations with the Ministry of Labour and Social Services. In 2010 Zimbabwe Community Development Association (ZCDA) applied and was appointed P.V.O status. With the coming into existence of ZCDA, those programmes that required PVO registration which were being implemented by ZCDT were taken over ZCDA.
